What's the best way to level my vegetable garden without string, stuff 'n' nonsense?

Would a load of rakes welded together help? This is the best plan I can come up with its about this big by that big its only smallish err.... 16' x 30" (rough estie).

Please help serious answers only especially RScott if he's not too mashed yet that goes for the rest of ya kay? :) THIS IS SERIOUS

Did I say 30 inches? Silly me thought I was talking about lumps of wood again
 
it is 16 inches by 30 inches ?????if you mean 16 feet by 30 feet then you don't have enough of slope in that distance to worry about it unless it is on a hill if it is real low on one end just make your own top soil with leaves wood chip.cow or horse manure..... if you have some one close to you that raises them they would love for you to haul the stuff off i am sure.... if you put in the garden now by spring it will be ready to plant your garden in and it will grow like mad use sand fill it in with these the leaves wood chips and cow manure the sand will keep the ground from becoming to wet it will drain better you can also add peat moss but do it sparing it wont wont take much to make a big difference it will help hold water around the plants so don't over do it if your garden is 16 by 30 feet put down about 40 square feet
 
Why do you need it level? Just rake it with a garden rake til it looks ok, considering that size it would not take long to do if you have it tilled up. No reason really for it to be level, for one thing can cause water to stand and damage your plants.
 
Anything you can tie to a rope & drag around, that is reasonably heavy, would work. A section of I beam, old spring bottom off a bunk bed, etc. or you could do the 2x4 thing and put some weights on it. If you have a 4 wheeler you can drag such things behind, to save effort. Your garden doesn't have to be really level - it won't erode unless it's quite sloped.
 
Use a 2' by 4' as a screed and level the garden.
A string level would help tho or a water level, depending on how level it has to be.
