Whats the best way to fish for very small lake trout? (3-5lbs)?

Theres a lake full of very small lake trout and Im having trouble catching them. Powerbait doesnt work, Im having a little bit of luck with the #3 mepps aglia weighted spinner but not as much as I would like. any suggestions?
what are leverbellets? even google doesnt know that word
 
i did really good with waxworm, also try little plastic tubes about 2in long on a jighead. white seems to be the best color. even 4in tubes for bass fishing works good.fathead minnows. when i ice fish for lake trout i noticed they like the tube when its bouncing bottom.one thing i'm sure of is there very smart fish its all about finessing. i would try your spinner tipped with a waxworm. if there stocked fish try tipping a jighead with leverpellets thats what hatcherys feed them. sorry pellets
