Assuming what they do is within their rules, so there is no valid violation for you to complain about, but assuming it's clearly unethical, and your complaint is really about the fact that their rules allow unethical behavior, and the behavior you want to complain about is just one example of unethical behavior their rules allow, and you want those rules overrruled. To whom should you send such complaints? Would they ignore them or what?
