Whats the best paint/dye to use to paint/dye over black boots?

i am creating my own version of a harley quinn costume. the boots i wish to purchase need to be one black boot and one red boot, but i dont want to waist money buying 2 pairs of boots. so i was wondering if i buy black (or red) boots can i paint or dye them red (or black)? the material for the boots will be either vinal, leather, or pleather. PLEASE HELP
