whats the best guitar amp to only use with pedals (preferably tube, for under $650)?

looking for a guitar amp with a really clean sound with lots of head room (needs to stay clean at higher volumes, probably wont play to loud with it anyway), looking at things like the blues jr, laney cub, blackstar ht-20. im using with a zoom g9.2tt, wich i will use with it all the time. i wont use the distortion or drive on the amp, only with the pedal. not the biggest budget
