can websites built in notepad, be just as good in quality as ones using a free html editor, or a professional site builder?

Textpad is better than notepad because you can view the line numbers (especially useful if your also programming in javascript, php, etc.) and it highlights tags and attributes. if you're looking for a wysiwyg editor you will have to look elsewhere though.
