What's the average speed most people could do on a single speed bicycle?

Let's say..both uphill and downhill, but averaging a level surface. In the city so I have to stop every block or so to make sure i don't get pummeled by a truck.

As for the wheel size - 26" . Unknown sprocket size I haven't yet acquired said bike.
