Whats going on with my ipodtouch? HELP!!!!?

I want to connect to the internet on my ipod touch and its 8GB Ipod touch i go too youtube on the ipod it says no videos,then i go too app store nothing there,then the last thing i go is safari NOTHING THERE, then i went to my settings Looked at WIFI it says NOT
CONNECTED '' i touch wifi and it said Belkin_G_PLUS_MIMO_1D9EBC" Password and i really dont know that password
