Whats causing a whine in my driveline when im not on the gas very much? my

car is a 1999 mustang V6 automatic? 1999 Ford Mustang V-6 with an automatic transmission. Stock differential
 
By "on the gas" I assume you are not hearing it when revving the car, just at speed. If that is the case, it is in the diff or transmission.
 
Mustang cars also have a problem with the shape and routing of the exhaust and you can test this by getting to the speed that you hear the noise and go slightly faster then put the trans in neutral and if the noise changes dramatically then the exhaust is the culprit. Most frequently a bearing in the trans or differential will make a sound like an airplane coming down when bad.Last but not least what kind of tires do you have because some more aggressive tread patterns will make noise like a bearing.
