Whats a cheap and effective way of getting rid of rust on a bicycle?

As my son always leaves his bike outside it has quite a lot of rust. I wish to clean it up the best I can but is there anything that gets rid of rust or at least reduces it? Thanks
 
Sandpaper, it may take some elbow grease but its cheap. Once off rub on oil to the areas on the frame where water can collect to create a barrier.
