Ecosystem Protection Bill*? A Bill to Repeal the Endangered Species Act
and Replace with an Ecosystem Protection Bill*
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
1.***Section 1.*A.*In order to assure that the American people have large areas of land
2.***************************in healthy natural condition throughout the country, which provide
3.***************************habitat protection for native wildlife and natural plant communities, it
4.***************************is hereby declared to be the policy of Congress to secure for present
5.***************************and future generations of Americans the enduring resource of large
6.***************************protected ecosystems.
7.*********************B.*There is hereby established a National Ecosystem Protection
8.**************************Program to be composed of lands within existing units of the National
9.**************************Forest System, National Park System, and Bureau of Land
10.******** ************************Management that contain one or more large existing wilderness areas
11.******** ************************as a core area and a primitive area extending outward therefrom,
12.******** ************************both of which will be designated as Ecosystem Protection Areas by
13.******** ************************this Bill.
14.******** *Section 2. A. The Secretary of the Interior shall manage the Ecosystem Protection
15.******** ***********************Areas so that the protection of habitat for endangered and threatened
16.******** ***********************species and reforestation and restoration of wilderness characteristics
17.******** ***********************will be the paramount considerations.
18.******** ******************B. The Secretary, in consultation with State wildlife officials and through
19.******** ***********************the use of a public participation process, shall promote the
20.******** ***********************reestablishment or protection of as many animal and plant species
21.******** ********************native to the designated Ecosystem Protection Areas as practical.
22.******** *Section 3. The Secretary shall strive to acquire all private lands and all other
23.********************interests in lands not owned by the United States, on a willing-seller/
24.********************willing-buyer basis, located within any designated Ecosystem Protection
25.********************Area.
26.***** Section 4. The primitive areas delineated under this section shall include all areas
27.********************from the wilderness boundary out to the nearest improved roads on all
28.********************sides of the wilderness area. In all cases, the primitive area shall be
29.********************designed to include as many natural communities as possible, including
30.********************mountains, valleys, and other natural areas.
31.**** Section 5. There is authorized to be appropriated to the Secretary for each of the
32.********************fiscal years 2012 through 2025 $100,000,000 for the purchase of private
33.********************lands and other lands not owned by the United States located in
34.********************primitive areas delineated.
35.**** Section 7. The Endangered Species Act is hereby repealed.
36.**** Section 8.Thislaw will take effect within six months of passage.
37.**** Section 9. All laws in conflict with this legislation are hereby declared null and void.
