What would you do if you are sitting inside your car in a parking lot?

and a person who parked next to you opens his/her door and accidently bang into the side of your car, then ignored the situation. Should I get out of the car and see if there's any damage or ding and confront with that person? How would you approach this situation in a diplomatic way so that they don't think I'm being anal about my car getting a little scratched up? If they just ignored and takes off even though they knew I'm watching them, should I get their license plate down and report a hit and run?
 
I would handle it in a diplomatic way and check to see if there is any damage, if there was I would let the person who did it know and try and resolve it with them.
