What would make a car rattle? A Ford Mustang Convertible (1999).?

My friend took it to his school's auto garage, and he came back saying the car rattles, even on the small bumps, because of the catalytic converter, and said he can take it off, just not at the shop because it's illegal.

Does this sound right?
