what would make a 460 ford engine skip ?

all the plugs are very clean burning, i put new cap & rotor & plugs and wires on and when it idles it will skip and shake. could it be the EGR or some other pollution parts ?
it is in a 1977 lincoln town car it has 35,000 miles and runs perfect while driving it
