What would it Take for an Intercontinental Tittle Match to Headline a Pay-Per-View?

It is clear that the WWE is attempting to reestablish the prestige of the Belt, could it ever Headline/Main Event a Pay-Per-View?
 
A fucking Miracle, to be blunt and to the point. The Myspace generation would be in uproar if it happened and this site would be flooded with questions like "WTF IS THE WWE THINKING?" Anarchy would follow until raw started when they would all shut up and watch like the good little slaves to Vince McMahon they are. I don't think they will ever take a chance like that because the crowd would be dead and very confused because they aren't watching Orton, Triple H, John Cena, Batista, Edge or The Undertaker in the main event of a PPV event again.
 
It's clear that WWE is trying to re-establish the prestige of all the championships, reason why Kofi Kingston hasn't lost the United States Title Yet. I think that if Jericho was the Intercontinental Champion during his feud with Shawn Michaels, that could of headlined a pay pver view for sure. I think all it takes is a good build up, a good reaction from the fans, and good heat behind the feud for it to happen.
