What would i have to do if i were to buy a 2009 Atos from Hyundai(Dodge)?

I really want to be this 2009 Atos from Hyundai(Dodge) from Mexico. It is brand new, I would be buying it brand new from the dealer. It sells for around $105,900 pesos which right now is it estimated to $7,600 usd. Sense I like right next to the border (in Arizona) and I will be getting my license on February on my 16 birthday. But what would i have to do(I already know about the smog emission test.. but what is the maximum emission of Co2 this car can have?) Please help!

by the way the emission on this car is 151g CO2/km
