What would happen to the agency if they haven't executed a subpoena issued by the court?

Let's say for example the Governor was doing some malicious things and the Legislative body requested the Governor hand over information they seek which resulted in a subpoena. Now what if the agency the subpoena was issued to failed to execute the warrant. (Like if the PD failed to do the search and seizure warrant issued by the court) Would the Legislative be entitled to sue the agency or would they face punishment without a lawsuit?
