what would cause the steering wheel to badly vibrate upon braking in a 98 acura tl?

Had ball joints replaced and rear brakes and rotors, fixed the issue about 50% but when I apply the brakes above 35-40mph, it still vibrates or shakes until you are just about stopped. This only happens when braking, smooth as silk on the highway, straight and true.
