What would cause the starter on my 1998 toyota avalon to catch fire?

There was a recall campaign on the audiovox alarm system that my car missed by a few months...but how are they really sure that the parts were not correctly logged in that lot? Starters just don't catch fire it seems from the last question that was answered, something had to make it catch fire correct?
