What would cause the heat not to get hot in a 2000 Dodge Intrepid?

My girlfriend's heat in the car blows cool air and my buddy that works on cars said that it isn't the thermostat or the heater core. He's kinda baffled as to what could be causing this. Anyone have any ideas? The car is hot underneath the hood and the hoses are nice and hot but the air blows out the vents inside the car cool.
 
make sure that 'both' hoses to the heater are hot, these are the smaller bore pipes that run to the heater box...
another thing would be to check that you got water going into rhe heater box.. there maybe a bleed off valve highup in the water system or close to the heater box..
we would generally losen the higher hose off when the engine is still cool, and let the air out
