What would a man be thinking when he wants to pursue the woman he desires?

Simple. A man is attractive to this woman and he felt there's this deep connection with her, he likes her a lot and she seems to like him a lot too, however even though he's been friends with this woman for a long time, the odd thing is he just can't get the courage to ask her out. Let say this woman is not entirely sure he likes her, since he hasn't made a move on her yet and not even ask for her phone number, so she also doesn't give it her all. But she does like him, she just wants to make sure. So one day the woman e-mailed him. He replied asked her if she wanted to hang out in on of these evenings, she seems ecstatic about this and she ends up e-mailing her number to him, in case he feels he's too shy to ask for it. But.. what did the man do? He didn't reply to the e-mail. Why ask her if she was free if he's not going to go ahead with the plan? The woman already laid it out for you but why not e-mail her back? The man seemed that he's really into her and probably have intensified feelings for her and yet nothing.

Anyway, would a man rather risk the chances of losing the woman because he feels she's better off with someone else? does these points go through a man's mind when he wants to pursue the woman he greatly admires?

1.) Your intimidating presence is eating him up.
2.) He wants to make sure of her feelings first.
3.) He's petrified at the very thought of rejection.
4.) He knows that it will be hard to find another woman like her.
5.) He feels that you're way out of his league.

.. and is the reasons why a man can't ask a woman out is..

1.) He knows it will make him more vulnerable
2.) He knows that everything hinges on her reply
3.) He has a reputation that is at stake
4.) He prolongs the moment because he is nervous
5.) He wants to be sure of getting accepted
6.) He is anxious and tense about asking her out
7.) He needs to know how she feels
