what will my system be if it's running from PHP, standalone or web based?

My project is an Inventory and stock control system and I'm hoping to do it from PHP.
So when I'm doing it on PHP, does PHP affect whether i have to do it on a standalone system or web based system?
I'm confused...Please help
And i also want to know what tools can i use if I'm doing it from PHP ( like for Java it's easy if you do it in Netbeans or jbuilder, jcreator etc)
