What was the no fly list like pre 911?

What are some of the reasons why someone would be banned from flying before 9/11/2001?
Wikipedia says that it was created after the attacks, but my sister says otherwise. Maybe it was called something else.
Besides the obvious reasons why someone was put on the list like a possible terrorist what other reasons could there be.
Like maybe an fbi informant?

Apparently being the baby in the family you're always the last to know all the dirt going on in the family. sigh.
 
well was a short list for sure wasnt like what your thinking of or now people who might have got drunk or started a fight someone wh o had some type of problem flying was maybe on a list
terrorist been a round hundreds of years they just called by another name

real thing about a possible terrorist is the terror of it happening so if you just think about what one might do then they won without doing anything and truth is no matter what steps you take you cant control it
kill there another million walking same path so really all that has happen is more terror nothing stop yet

cant control it if you think of someone yelling behind you that is terror and you cant stop it can you
might stop that one person from doing it again but how many more people could do it

sure they have always been a no fly list but it was just a short list
something like a list of cheaters that gamble there a blacklist it doesnt stop them from gambling
just stop them from going into a casino
