What was the name of an old 90s arcade game that I used to play? Top down cop shooter.?

It had a top down view, it could have two characters (both cops) and you had to go around shooting bad guys, but one thing I remember about it is that you could arrest the shot bad guys and they would follow you in a line, until you got to a Police Van where you could drop them off. The two cops uniform were blue and green.

This game was PROPER top down, you could only see the tops of the cops hats. which were shaped a little like stars actually.
Maybe even late 80s game.
