Although I am studying history, I do not have the answer from class. I believe any civilized law helps the whole of society. I would say people did what they wanted until someone does it to them. If you steal you might think it is OK until someone steals from you. Then you know how it feels. Then you might agree with the whole of society that people should not steal.
