I'm sure the show was created between 2004-2009. What I'm describing took place in just episode 1, maybe a little in 2.
It seemed like it was set in a future sci-fi setting and where a city/country/area funneled resources from the poorer areas. The story began with a group of resistance fighters from the poor district planning on attacking the central hub/computer of the rich area. The main character was leaving behind his really younger "sister" (might not of been blood related) as he went on the mission. The entire team fails (dies) except for the protagonist who gets to the "computer" to discover its a little girl. He is then killed and experimented on becoming I think a cyborg serving the rich society now. Also some time passes and the base is attacked again and he ends up fighting against his now older sister. I don't think the show was very popular...or good but I least want to go back and finish it.
