I really cannot tell.
It's a Space Marine bike from the normal bike set, without the wheels. Looks like possibly a turret from one of the tanks on front, greenstuff'd to fill in gaps. Can't work out where the big jet turbine on the back comes from. The weapon looks like a standard "pole" or a long spear, with a Space Marine sword stuck on the end (can't remember which sprues have the swords on, sorry). The rider looks like one of the average bikers from the set, with a greenstuff'd cloak. The clear plastic base comes with just about any hovering vehicle you can buy.
