I'm not too sure how to describe it, because I don't think it has a name! But I dress like that. I get my clothes from:
Urban Outfitters, Topshop, MotelRocks.com, H&M, etc...

If you need perscription glasses, try getting Ray-Bans. They're kinda quirky too.
If you don't need perscription glasses, fancy dress stores should do the job!
