What type of hitch-hiker hitch-hikes in the middle of a neighborhood?

I thought they did their jobs on the freeway only
I see them on the freeway all the time. Maybe you live somewhere different
 
I haven't seen a hitch hiker since the 70's...

Technically, I don't think pedestrians are allowed on the freeway. This was something which was just overlooked when hitch hiking was in its hey day. I doubt that would fly with the state troopers now.
 
I've never seen one on the freeway before. I thought it was illegal there.
