Something makes me want to say Ducati, somewhere in the neighborhood of 1000cc, last century. A Ducati aficionado will be able to tell you more.

It looks like it's just a minibike with a Chinese knockoff of a Honda CT-70 or CT-90 four-stroke single motor. Check out the size of the grips on the clip-ons: If that's a full-size bike, then the grips are huge.
