What type of bike is best for me, and what's the best way to shop for it?

I'm looking to spend 200-350$, maybe up to $400 if it's a perfect deal, otherwise nothing more. I go biking mostly on roads, but do some dirt/gravel paths too. Not much steep terrain. I bike in the summer 3-6 days a week, 15-20 mile rides avg. speed of 14mph. Thanks
