What type of bicycle should I buy as a beginner?

I'm 27 years old, 5'4 in height, in good physical shape, female living in Arizona. I want to get a bike to go around town, bike park trails that have gravel, and use for some additional outdoor exercise. I haven't been on a bike for a long while and want something that is comfortable and simple to use. I don't really know much about cycling and want to take it on as a new hobby. I can't decide on what to get because I'm told so many things. I am looking to spend about $250 USD on a bike because I just want to get some trial out of it and see if it is something I can see myself doing long term. Does anyone who is experienced have any suggestions?
 
A great bike to buy for a beginner would be a Giant, Boulder SE. If you want one that is good for off roading AND riding around downtown along the roads or sidewalks, this is a great bike. I have one myself and I am no taller than 5'3 5'4. I am always riding in rough areas, along with smooth areas and it in 100% good condition. It has 21 gears but they are easy to catch on to
