What to say to my kids found them trying sex?

Came home from the store and found my daughter (14 ) kissing her sister (12) both nude in the living room. Our son (13) & the 12 year old were rubbing first daughters breast and clit . We have an open family where nude is OK. but this has gone too far I think. Without losing it I ask what did they think they were doing. Answer was trying to see what it felt like to be touch and played with by someone else . Then they said you did it when you were 12/13 . We only wanted to know what it was like. Now I am at lose for words. Should I punish them are have a long family talk with them and their Dad.
 
They all need some mental help and the oldest child can get arrested for what she did. That's incest and molestation in the rearest form. It will get worst you don't even know how they went before this. Where's ur common sense you shouldn't have to ask the world what should be done that's natural. Put a stop to that nasty bs before you get grand babies with mental issues. Turn to god asap

Wow that is some serious incest type stuff going down there in it. Is this a real question I can imagine there's people calling social services on you right now!!

I would say they deffinately need a solid talking too in the very least certainly some punishment is in order.
