What to do about neighbor's bad paint color?

My next door neighbor just painted his house golden yellow color. My house is detached. The reflection of the yellow paint made my rooms yellow through my window. My room was sunny and bright before, Now is all yellow during the day. My ceiling,walls, doors hallway and floor are all yellow. It is affecting my quality of living. Will the City do something if I complain? It will affect the value of my house if I do sell. The buyer will either get turned off or I have to sell it at a discount.
need legal suggestion.
 
1) buy curtains.
2) offer to pay to paint the house a different color
3) buy the neighbor's house and re-paint it to your liking
4) live with it. Unless there are specific Conditions, Covenants and Restrictions in the deed, enforced by a HOA, that govern the color of a house, you have nothing to say about it.
