What to do about cellphone ticket after the court date? Temecula, CA?

My friend received a ticket for talking on her cellphone on October 29, 2008. Her court date was scheduled for December 20th, 2008. She called the number on the ticket and checked online up until her court date and couldn't find any information about her ticket. Both her and I drove to Temecula which is where the ticket was issued on December 20th for her court date. We were told that she was not in the system and to keep checking back every couple of weeks to see if the ticket got turned in. We stamped the back of the ticket to show the date and time that we were there. She checked online today and there is a warrant for her arrest, 1214.1 PC CIVIL ASSESSMENT and a DMV hold on her now. The information online says that the ticket was filed on November 11, 2008. When she last checked online in January there was still no record of the ticket. She wants me to go to the court by myself on her behalf to handle everything so that she does not get arrested. Can anybody give me any suggestions on what I should do?
 
tell your friend she better go to court and if she send you the judge will not take this too kindly~~it will be another problem for your friend~~contempt of court
