The best time to take an outdoor picture is early morning or late afternoon, depending on where the sunlight is coming from. You don't want the sun to be behind your subject. On a cloudy day you can take your photo right in the middle of the day and it will look good. On a sunny day you want to avoid the middle of the day when the sun is brightest because it will create a lot of unflattering shadows.
