I remember that it came out in the early to mid 90's. A woman took a picture of friend a canoe in the lake and all these bizarre things began to occur. When she looked at the pictures again, she noticed that there was a man standing on the far side of the lake watching them. He turned out to be the killer, if I remember correctly. I could be wrong, but I want to say that James Earl Jones was in it as well, as a sheriff/cop. But I could be mixing two movies together, I remember his wife telling him to run cold water over his wrists to wake him up, because he was sleepy on the job.
