'The History of every major Galactic Civilization tends to pass through three distinct and recognizable phases, those of Survival, Inquiry and Sophistication, otherwise known as the How, Why and Where phases. "For instance, the first phase is characterized by the question, 'How can we eat?' the second by the question, 'Why do we eat?' and the third by the question, 'Where shall we have lunch?'

Communications. Egypt had the Nile. Rome and Persia had roads. The Aztecs had quick runners.

Common culture. China and Egypt had language and religion. Religion and language held both Christendom and the Islamic Empire together too.

Clear lines of secession. Rome started having problems when the emperors started to kill their predecessors. Alexander the Great's empire fell apart as soon as he died because his heirs fought over the secession.

An effective way to deal with minority groups and conquered peoples. Rome offered a road to citizenship and they provided for autonomy in many regions. The Ottoman split communities into different quarters and the people were granted autonomy (something modern Israel hasn't grasped).
