What software do I need to break a drawing into its individual components?

I did this once about ten years ago, but can't remember what software I used. I'm starting with a scanned original caricature of me sitting on a bicycle with downtown San Francisco in the background. I want to leave the background intact while making it appear that I'm coasting on the bike from the left side of the the screen to the right. If I recall correctly, the first tool I used broke the drawing into it's individual components so they could be manipulated and moved around. After that, I used another piece of software to set starting and ending points and create a simple animation. Can someone who works with similar tools tell me which software tools I need? I'm pretty sure I used Shockwave to accomplish the second task, but can't remember if I used Dreamweaver or something else for the first task. Thanks.
