What size dirt bike and laws for dirtbiking?

Ok i am 13 years old i am 85 pounds. 4 foot 11 . I want a dirtbike that wont screw up my wallet. I also wanted to know if u could right dirt bikes on streets or ride in local parks. Or if i live in a gated commmunity could i ride in there not . I am not going to go as fast i can. just transportation. PLZ HElp ME
