What should the spark advance for a 1998 Ford Windstar with a 3.8 liter engine be?

Using my scan tool I get readings as high as 41, but most of the time it is in the 30's and some times in the high 20's when the van is moving. Once van stops the spark drops to 14.

What should it be reading? 40 sounds very high to me.
Does the spark advance run off the speedometer?
