what should the name of my newspaper, and headline be?

I am suppose to create the front page of a news paper using these clippings : NAME OF NEWSPAPER & HEADLINE OF NEWSPAPER, and i just can't figure out a name or headline.
I found 2 news articles, 1 has a positive aspect of culture, the second has a negative aspect of culture.

1-the night the lights go out for a billion (earth hour)
2-CBC to eliminate 800 jobs
