What should my friends do if he has no papers for his dirt bike and he

doesn't know if its reported stolen? a person i know just bought a dirt bike with no papers for really cheap. (Also No Bill Of Sale) he does not know the people who sold it to him
He has no idea if the thing is stolen and now regrets buying it
if a cop happened to stop him what will happen ... and what should he do with the dirt bike ? before anything happens
This is im the state of New York
