What should I say are my requirements if I'm going to tutor someone?

Someone I know was really a jerk to me last year (asked for my help with something (unrelated to school/math), agreed to meet at a certain time/place, then stood me up. He's done that type of thing more than once, and I know he has "issues." But I want to say from the beginning what the "rules" are. (such as, $ cost per hour/project, reimbursement for my transportation, how to know when the session/tutoring is completed, etc.)

He wants help with basic math, and says he's willing to pay a tutor and asked if I'm available and interested (he knows I have an advanced degree in a math-related field). He says (thiis is all by email) that he's serious.

I would like to figure out my strategy BEFORE I reply (by email).

ideas? anyone with similar experiences? what was the result?
