What should I be doing at the gym to get the most out of my workout?

I am 22 yrs old, 5ft4 and 126 lbs, I consider myself to be physically fit. I have been active my whole life, but just started to weight train with my boyfriend. I follow the same excerises he is doing. However I use less weight with more reps. I am self concious about a few areas of my body and want to know what I can do to get the best results fast. My arms is the major area, they are large but not toned. I have muscle but i find the underside of my bicep (i dont know the technical term) is the most fatty. Will lifitng weights change this? Or should i be doing more cardio? ... I now do cardio for 15-20 mins every 2-3 days with weight training.
Also, everyday my diet consists of eating oatmeal and fruit for breakfast, salad around lunch time, and grilled chicken (on a george foreman grill) around 3 o'clock - with fruit for one snack and a 100 calorie snack. Then for supper I have either rice and veggies, or chicken and veggies.

Oh and im not concerned about dropping my weight, just about toning and looking good,
Any advise will help thanks :)
