What should be done to relieve people's financial probems?

What do you think central cities should do to relieve their financial problems? Reduce their services to the poor? Impose taxes on commuters? Stiffen taxes on middle-class residents and businesses? Require all workers on city payrolls, such as teachers,police,firefighters,and office workers to live in the city that pays their salaries? Something else?
 
ok the question headline says peoples then you talk about the central cities two different things. as for cities how about cost cutting through efficiancy or even reducing electric consumption in buildings. adjusting thermostats tighter controls on most city vehicles or the type used for certian purposes. use the dept. heads car to pick up supplies not the big shop truck. or the 4-10 schedule for most employees. this i would like to see used on schools. no real gain by making employees move in to the city limits except for those required to be on call 24-7.
