Never go to her and pet her and say, "It's alright, what's wrong?" in a baby voice. That is the worst thing to do because she will always cry when she wants attention and when she wants you to cuddle with her.
The best thing to do is when she cries stay where you are, and yell her name. Example: Buddy! No! You're fine. And leave it at that. Ignore her no matter how difficult that can be. It'll all pay off in the long run.
Dogs are smart so they will stop after a while. Mine whined for about 6 or 7 minutes and realized that whining doesn't work. Remember, when they were with their littermates, whining was their way of communicating to each other, so they don't know any other way.
