What requires sales tax?

I know yard sales don't! That, or maybe I have the whole yard sale thing confused... But I wouldn't think that selling old t-shirts and toys would be so likable if one had to deal with sales tax.. And it'd be tough for the government to track sales, due to a lack of official papers... And bake sales don't give the government a portion of the sales, but that could fall under the "food" category. Yet grocery stores charge sales tax for items commonly accepted to be non-necessity items.... like food...
Basically, where is the line drawn?
Thanks!
