What reasons can police test a bike to see if it's 33bhp?

What reasons can there do this, if you show them the certificate saying it's restricted will there bother to test it on dyno? (providing you don't get caught doing 100mph+, wheelying, etc ec ) ?
 
In the UK A police officer in uniform may stop any vehicle to check to see if the vehicle documentation is in order without warrant...
In otherwords they do not need a reason
The only offence they require reasonable suspicion for is drink driving...
They cannot stop you to random stop check you for drink driving even if you have just come out of a pub..
BUT the law states they can random stop check for minor motoring offences, so for your documentation.
So.. even though at the time they might not suspect an offence.
If given the HORT1 7 day producer, and your vehicle doesnot comply... They can return to you and requestv further information..
