What R some programs like Photoshop?

GIMP would be the main one. If you're on a PC, one that hasn't been mentioned but is pretty powerful and very easy to use (the menu system is more familiar than GIMP) is Paint.net.
 
there are many free image editors. a good selection would be:

GIMP = http://www.gimp.org/
Photoscape = http://www.photoscape.org/ps/main/index.php
Serif Photo PLus = http://www.freeserifsoftware.com/
Picasa = http://picasa.google.co.uk/

Remember however that none of these can do anywhere near the amount of things that photoshop can do
